Academy Ordinance LAA / ORD–2956 / 01 2956.2 · competency-framework consolidated public edition Office of the Commandant and Academic Board This Ordinance sets out the responsibilities of Lex Astra Academy in instruction, examination, academic government and discipline. It is to be read with the published requirements of each programme and the instruments governing the Academy’s constitution. Earlier instruments remain in the archive; this consolidated reading text does not purport to reproduce the founding Charter in full. I. Purpose and scope The Academy provides instruction and examination in the disciplines of fleet operations, industry, civil service, strategy and command. Its academic judgements concern demonstrated knowledge, practical competence and the responsible exercise of judgement. Attendance, academic completion and appointment to office shall be recorded separately by the Registrar. An award attests to the requirements satisfied; it does not of itself confer rank, command authority or operational appointment. Study at the Academy does not require subsequent service within any particular organisation. II. Academic authority The Academic Board comprises the Commandant and the heads of the five teaching programmes. It approves curricula and academic standards and appoints examining panels. The Commandant is accountable for the resources and arrangements necessary to deliver approved instruction; that office does not carry authority to alter an examination finding unilaterally. Programme heads maintain teaching materials and the consistency of assessment. A member of an examining panel shall declare any personal or operational conflict and withdraw from the matter concerned. The declaration and the appointment of a replacement shall be entered in the record. III. Examination The requirements and criteria for assessment shall be published before instruction begins. Examiners shall judge each candidate against those requirements, recording the evidence considered, the finding reached and any further work required. There shall be no prescribed quota of failures. A candidate may inspect the record of their own assessment and request review by a panel independent of the original decision. Academic review shall distinguish a challenge to the application of the published criteria from a request for further instruction or another opportunity to demonstrate competence. IV. Conduct and conscience Members of the Academy shall give an honest account of their work, treat others with respect and exercise proper care over equipment and information entrusted to them. Academic discipline requires reasoned judgement, not unquestioning compliance. An instruction believed to be unlawful or unsafe shall be reported to a responsible officer. Where imminent harm requires immediate action, protective action may precede notification; the circumstances and reasons shall be recorded as soon as practicable. V. Fair process Temporary removal from an exercise may be necessary to protect participants or preserve evidence. Such a measure is precautionary and shall not be treated as a finding of misconduct. A person against whom a disciplinary allegation is made shall receive written notice of the allegation, disclosure of the case, an opportunity to respond and a reasoned decision. Any sanction shall be individual and proportionate to the finding. An alleged failure to report shall be considered in light of the person’s knowledge, opportunity, exposure to risk and intention; it shall not attract another person’s sanction merely by association. VI. Review A disciplinary panel shall comprise three members, each with one vote. No member shall adjudicate a matter in which they are a complainant or material witness. The person concerned may be assisted by an advocate and may appeal to the Executive Directorate within thirty standard days of the decision. No person shall determine an appeal against their own decision. The Registrar shall preserve the original finding, the reasons given and any subsequent determination or correction, so that the course of the proceedings remains ascertainable. VII. Records and identity The Academy seal identifies an institutional issue; its authority and purpose are established by the issuing office, the record reference and the instrument under which it is issued. Revised texts shall bear an edition notice. Personal assessment and disciplinary files shall not form part of the public catalogue. The Registrar is responsible for the integrity of the academic record, but shall not substitute an administrative entry for an examiner’s finding. Matters outside the Academy’s delegated remit remain governed by the corporate Charter and the applicable constitutional instruments. VIII. Competency framework · 2956.2 addition The initial curriculum comprises forty courses. Eligibility for an award shall be determined by the published mandatory and elective requirements of the programme and any formally reviewed equivalence, rather than by completion of every course in a field. The Foundation record shall specify the FD 110 Pilot or Crew Support route; the Industrial Operations record shall specify Mining or Salvage. Entry to Command Studies requires specialist preparation or documented equivalent evidence, supported by a reasoned recommendation or independent entry review. Each mandatory outcome shall be demonstrated individually. Findings shall be recorded as demonstrated, further practice required, interrupted or not assessed. Neither attendance nor an aggregate quiz score shall compensate for absent practical evidence. Each completion shall retain the curriculum version against which it was assessed. IX. Delivery and independent review · 2956.2 addition Before a course is offered, a responsible organiser shall be designated and the duties of instructors and assessors defined. Equipment, accessible communications, adequate observation and arrangements for interruption and recovery shall be agreed. Practical activities shall be checked against the current LIVE build of Star Citizen before instruction. Participation shall not require a ship purchase or real medical screening. An out-of-character request to stop takes precedence over any fictional order. No person shall approve their own qualification or determine their own appeal; where independent scrutiny cannot be secured, the decision shall be deferred. Subject competence, evidence of teaching and appropriate faculty preparation establish eligibility for consideration, not appointment in themselves. Initial faculty equivalence shall be independently moderated. X. Evidence and readiness · 2956.2 addition Concise observation notes shall ordinarily constitute the assessment record. Audio or visual recording requires informed agreement and a stated deletion policy. Assessment evidence shall be accessible only to the learner and authorised academic staff; active assessment keys and private rankings of unsuccessful candidates shall not be published. Where a game update materially affects a practical competence, reassessment shall be confined to the affected tasks. Such reassessment establishes present readiness and does not erase an achievement properly recorded under an earlier curriculum. Academic completion, current readiness, organisational membership, rank, appointment and system permissions shall remain distinct facts in the record. Lex Astra Academy / HLN fictional setting.
