CIVITAS CU / 01 / The Civitas charter PUBLIC CHARTER EDITION / 2956 Membership, lending funds and the responsibilities of Civitas officers. 1. Purpose Civitas provides member accounts, ship loans and funding for the HLN community’s work. Loans require available funds, written terms and an appointed officer before money is paid out. 2. Eligibility Membership is open to active HLN Corp, Group or affiliate members with their own verified UCI account. Personal accounts are separate from organizational accounts. A member’s rank or account balance does not grant a Civitas staff appointment. 3. Administration Civitas follows the cooperative tradition of serving members through shared lending funds. Its current administration uses appointed officers. Member elections and shareholder voting are not available under the founding charter. 4. Lending funds and charges A lending contribution moves existing funds into Civitas’s loan reserve. Principal repayments replenish that reserve. A written offer states any fixed lending charge; no compound charge or late penalty is added automatically. 5. Other institutions Member loans, exchange instruments and industrial funding requests have separate records and terms. Holding an instrument does not give its owner a staff appointment. Civitas, HSE, HIC and SCRA operate under the HLN charter; they do not claim an Imperial licence. Civitas public standard. Service availability is shown in your member account.
