Current authority, disinterested review and two-person confirmations tied to the actual instruction.

1. When two confirmations are required
The current published threshold applies to external transfer acceptance, accepted loan funding and cargo receiving. Officer-benefit transactions and recorded outside-budget loan commitments also require two disinterested confirmations. Existing own-review prohibitions remain.

2. What a confirmation authorizes
A confirmation binds the current source record and exact instruction, including quantity, recipient and custodian where applicable. The first confirmation does not move funds. A second different currently eligible officer must inspect and confirm the same instruction. An amended record, revoked appointment or expired membership cannot supply a current confirmation. Ordinary funding, reserve, custody and service checks still run before posting.

3. Where to review
Open Products & member business → Staff reviews or the existing Staff work queue. Open the source record and evidence before confirming. The service retains reasons and immutable review history. Confirmations cannot approve a benefit to the reviewing officer.
