CIVITAS CCC / 01 / Custody and reserve standard PUBLIC CHARTER EDITION / 2956 Account balances, reserved funds and aUEC held by custodians. 1. How balances are recorded One HCC represents a claim for one aUEC held by a named Civitas custodian. A member balance is an account record, not a live view of the member’s game wallet. Treasury must compare confirmed custody with member balances and unpaid transfer requests. Planned reserves must be identified separately from funds actually received. 2. Deposits and withdrawals Deposits become available after an appointed teller independently confirms receipt. A withdrawal reserves funds from the member’s balance before the custodian sends aUEC. The teller then confirms the outgoing transfer. A pending request is not proof that a payment has been made. 3. Correcting an entry Completed entries remain in the statement. A correction must identify the original entry and explain the change. A linked reversal records the correction without deleting the original payment history. 4. Treasury internal transfers Active treasury officers may move existing unreserved balances between eligible Civitas accounts while member transfers are closed. HCC and CEB cannot be mixed. Each transfer names both accounts, its amount, the officer and a reason. A correction is a linked reversal and requires sufficient funds. Custody reserves, debt records and committed escrow cannot be moved through this control. 5. Custody reconciliation Staff compare a dated observation of segregated Civitas funds with the custodian’s ledger reserve. A different teller, bookkeeper or treasury officer reviews the observation. A difference remains a recorded exception; neither an observation nor its review creates credit or clears a missing balance. Civitas public standard. Service availability is shown in your member account.
