CIVITAS GOV / 03 / Opening transfers and payments PUBLIC CHARTER EDITION / 2956 How treasury opens member transfers and payments. 1. Available services Members can open accounts and submit ship-loan applications through Your account. That page shows whether transfers are open. A loan payment requires an open service, an appointed custodian, funded lending capital and enough confirmed custody to cover it. 2. Opening the service Treasury must appoint the officers, name the custodians, approve reserves and service limits, and authorize opening. Transfer and cargo reviews require appropriately appointed staff. 3. Operating checks Before opening, treasury must test completed, rejected and reversed transfers across independent accounts and reconcile the results. Checks must cover insufficient reserves, duplicate evidence, revoked appointments and recovery procedures. Civitas public standard. Service availability is shown in your member account.
