HCC / HLN Custody Credit A cash claim recorded in Civitas. One HCC represents one aUEC held by a named custodian. An internal balance changes only after the relevant transfer or receipt is confirmed. CEB / Charter Equity Bond A separate Phoenix claim for recovery under the charter. It is not a spendable aUEC balance. Repayment needs funded recovery reserves and Treasury approval; no return or repayment date is guaranteed. UCI / Universal Citizen ID The linked citizen identity used to sign in and connect membership records across HLN services. An identity alone does not grant an account, staff appointment or spending authority. SCU / Standard Cargo Unit The cargo-volume unit written on industrial purchase orders. The receiving officer records the accepted quantity and cargo grade before payment. CrimeStat / Criminal record status Tell the lending office if a legal restriction prevents a dealer purchase, travel or the work proposed in your application. CrimeStat does not trigger an automatic Civitas fine, account seizure or debt cancellation.
