The foundational principles that guide all HLN activities

The Neuhaus Doctrine

All HLN operations are guided by the founding vision of Heinrich Neuhaus: to bring order to chaos and civilization to the frontier. This is not merely a mission statement—it is the lens through which all decisions are made.

Principle of Proportional Response

Force is a tool, not a goal. HLN personnel employ the minimum force necessary to achieve objectives. Escalation is always a choice, and restraint demonstrates strength. We do not seek conflict, but we do not shy from it when civilization demands our action.

Principle of Humanitarian Priority

When faced with competing objectives, the preservation of civilian life takes precedence. Property can be replaced; infrastructure can be rebuilt. The mandate of civilization requires us to protect those who cannot protect themselves.

Principle of Collective Security

No pilot flies alone who does not choose to. The strength of HLN lies not in individual heroics but in coordinated action. We support our allies, honor our commitments, and remember that our reputation is built one operation at a time.

Rules of Engagement

Standard protocols for hostile contact situations

Threat Assessment

Before engagement, pilots must assess: (1) Is this target hostile? (2) Does engagement serve our mission? (3) Are civilians at risk? (4) Is support available? Hasty engagement serves no one and may compromise larger operations.

Authorized Engagement Conditions

HLN personnel are authorized to engage when: directly attacked or threatened with imminent attack; defending HLN or allied assets under attack; executing authorized combat operations; protecting civilian lives from active threat. Self-defense is always authorized.

Prohibited Actions

Under no circumstances shall HLN personnel: initiate unprovoked attacks on non-hostile vessels; attack disabled or surrendering opponents; target civilian infrastructure not actively used for hostile purposes; engage in piracy, kidnapping, or extortion. Violations result in immediate dismissal.

De-escalation Protocol

When possible, HLN personnel should attempt de-escalation before combat. Issue clear warnings. Provide opportunity to withdraw. Document all interactions. Combat is expensive in resources and reputation—avoid it when honor permits.

Fleet Operations Fundamentals

Basic principles of coordinated fleet movement and combat

Chain of Command

Effective fleet operations require clear command structure. The designated Fleet Commander has operational authority. Wing Leaders execute assigned tasks. Individual pilots follow wing directives unless countermanded by FC. Confusion kills; clarity saves.

Communication Discipline

Combat communications must be: brief, clear, and relevant. Call targets by designation. Report contacts by bearing and distance. Acknowledge orders. Reserve non-essential communication for post-operation. A cluttered comm channel is a dead fleet.

Formation Principles

Formations exist to maximize firepower while minimizing vulnerability. Maintain assigned spacing. Cover your wingman. Do not break formation without authorization or emergency. The whole is greater than the sum of its parts.

Tactical Patience

Rushing into engagement rarely serves the objective. Wait for optimal positioning. Let the enemy make mistakes. Strike when conditions favor success. The patient predator eats; the hasty prey dies.

Humanitarian Operations Protocol

Guidelines for civilian assistance and emergency response

Response Priority Matrix

When responding to emergencies, prioritize: (1) Life-threatening situations, (2) Risk of escalation, (3) Asset preservation, (4) Information gathering. Lives first, always. Property and intelligence can wait.

Civilian Interaction Standards

HLN personnel represent the organization in every interaction. Treat all civilians with respect regardless of affiliation. Provide accurate information. Never make promises you cannot keep. Your conduct shapes how HLN is perceived across the frontier.

Medical Response Basics

Even non-medical personnel should understand: stabilize before transport; document injuries when possible; communicate patient status clearly; defer to medical personnel on scene. Everyone can save a life with basic knowledge.

Refugee and Displaced Persons

Persons fleeing conflict or disaster deserve dignity. Verify identity when practical but do not delay critical assistance. Coordinate with HavenGate Network for processing. UCI credentials can be issued under expedited protocols when authorized.

Operational Security Basics

Protecting HLN operations and personnel

Information Classification

Not all information should be shared freely. Operation details, fleet positions, and member identities may be sensitive. When uncertain, default to discretion. What seems harmless may complete an adversary’s intelligence picture.

Communication Security

Use appropriate channels for information sensitivity. Encrypted channels exist for reasons. Do not discuss classified operations on public frequencies. Assume all communications may be monitored by hostile actors.

Personal Security

Protect your own information as you would protect HLN’s. Adversaries may target individuals to reach the organization. Be cautious with personal details. Report suspicious contacts or attempted social engineering.

Counterintelligence Awareness

Hostile organizations infiltrate through seeming friendship. Vet new contacts before sharing sensitive information. Report suspicious behavior through proper channels. Paranoia serves no one, but vigilance serves everyone.
