PURPOSE & SCOPE

To establish a standardized certification granting qualified HLN personnel lawful authority to detain individuals on behalf of HLN Corporation under defined procedural safeguards. This certification ensures: lawful exercise of detainment authority, uniform application of Due Process standards, clear accountability structure, and reduced risk of arbitrary or unlawful detention.

Section I — Program Designation

Certification structure and eligibility.

1.1Eligibility

The following personnel may apply: HLN Security Officers (CSC), HLN Enforcement Agents, HLN Industrial Command Protective Units, HLN Strategic Command Investigative Personnel, HLN Group Marines, HLN Group Pilots (Command or Patrol qualified). Personnel must hold active commission or contract, have no unresolved disciplinary findings, and maintain current UCI clearance status.

1.2Certified Powers

A CDA-certified member is authorized to: conduct lawful detainment under HLN jurisdiction, issue initial detention statement (verbatim standard), secure and process detainees pending tribunal action, initiate formal charge documentation, transfer detainee to tribunal or command custody. Authority applies only within HLN-administered territories, Frontier Zones under HLN functional jurisdiction, and contractually recognized stabilization areas.

1.3Limitations

CDA certification does NOT authorize: tribunal adjudication, sentencing authority, indefinite confinement, interrogation beyond procedural questioning, or detention for intelligence extraction without Strategic Command authorization. Certification does not supersede chain-of-command authority.

Section II — Non-Certified Personnel

Emergency detention authority for uncertified personnel.

2.1Restricted Authority

HLN personnel without CDA certification may detain ONLY when: immediate threat to life exists, active violent conduct is occurring, or flight risk would prevent imminent harm prevention. Such emergency detention must be transferred to CDA-certified personnel or command authority as soon as operationally feasible and documented within 2 standard hours. Failure to transfer custody promptly constitutes procedural violation.

Section III — Training Requirements

Mandatory modules and evaluation standards.

3.1Mandatory Training Modules

Certification requires completion of: Due Process Standards Act Instruction, Civilian Rights and Protections, Use of Force Escalation Protocol, Documentation and Evidence Logging, UCI Identity Verification Procedures, Detention Welfare Standards. Minimum instruction time: 40 standard hours. Practical assessment required.

3.2Evaluation Standards

Candidates must demonstrate: accurate recitation of detention statement, proper use-of-force decision-making, correct evidence logging protocol, conflict de-escalation capability. Final approval requires CSC Review Board certification.

Section IV — Credentialing & Identification

Credential issuance and revocation.

4.1Credential Issuance

Upon approval, member receives: digital UCI-linked CDA credential flag, physical insignia marker (uniform patch or ID stripe), authorization code for detention logging systems. Certification valid for 3 standard years.

4.2Revocation

CDA certification may be suspended or revoked for: procedural violations, excessive force findings, failure to document detention, tribunal sanction. Revocation authority rests with CSC Oversight Division.

Section V — Operational Procedure

Standard detention sequence and force constraints.

5.1Detention Sequence

Certified member procedure: 1. Identify self and authority. 2. Secure scene and ensure safety. 3. Verify identity via UCI system. 4. Deliver Standard Detention Notification Statement. 5. Record event via bodycam or vessel log. 6. Initiate detention log entry. 7. Transfer to holding authority or tribunal processing unit. All steps must be documented.

5.2Use of Force Constraints

Certified members remain bound by: Public Rules of Engagement (HLN-ROE-2956-003), Defensive Doctrine Whitepaper (HLN-WP-2956-002), and Neuhaus Doctrine restraint principles. Certification does not expand use-of-force authority.

Section VI — Oversight & Audit

Quarterly review and automatic incident triggers.

6.1Audit Review

Quarterly review conducted by: Strategic Command Risk Compliance Office and Independent Audit Office reporting to Governing Board. Detention logs cross-referenced with UCI access logs.

6.2Incident Review Trigger

Automatic review occurs when: detention exceeds 72 hours, force used during detention, medical intervention required, or complaint filed by detainee.

Certification is not a badge of power.

It is a burden of responsibility.
