PREAMBLE
We, the architects of order in the void, do hereby establish the HLN Corporation as a sovereign entity dedicated to the principles of stability, prosperity, and mutual defense. Rooted in resilience, unity, and honor — we are the foundation upon which stability is built. In a universe where chaos reigns beyond the reach of law, we choose to build. Where others see only lawless space, we see opportunity for civilization. Where others flee from danger, we establish the infrastructure that makes safety possible. This Charter serves as the foundational document of HLN Corporation, defining our governance structure, operational mandates, and the rights and responsibilities of all who operate under our banner.

LEADERSHIP

The Board of Directors

The Architects. Those entrusted with guiding HLN Corporation toward stability and prosperity. Titles are public; identities remain protected.

BOARD OF DIRECTORS

Chairperson

Presides over the Board of Directors and provides strategic vision for HLN Corporation. A former professor of interstellar governance at the University of Terre, Dr. Strauss was recruited to the Board in 2949 and elected Chairperson in 2952. Under her leadership, HLN Corp ratified its current Charter, established the Unified Stellar Alliance, and expanded operations into the Pyro system. She is the final authority on all governance decisions and the custodian of the Neuhaus Doctrine's institutional application.

EXECUTIVE OFFICE

Chief Executive Officer

Executes the mandate of HLN Corporation and serves as the operational head of the organization. Ford rose through HLN's Strategic Command, serving as Director of GalTrade International Markets before his appointment as CEO in 2954. He oversees all three Commands, manages inter-divisional resource allocation, and ensures corporate policy is enforced at every level. Known for a pragmatic leadership style that balances the organization's humanitarian mission with operational discipline.

HLN GROUP

Fleet Admiral

Commands all HLN Group fleet operations as the sole authority over spaceborne military and logistics forces. Admiral Selco has served in HLN Group since its earliest operational sorties, earning successive promotions through demonstrated combat leadership and strategic acumen. He commands the Tactical, Operations, and Support Divisions, and holds direct authority over all Naval, Marine, Flight, and Strategic Operations branches. Reports directly to the CEO on operational matters and to the Board on strategic posture.

HLN INDUSTRIAL COMMAND (HIC)

Director of Industrial Command

Oversees the entirety of HLN's economic engine, from asteroid mining and planetary extraction to industrial fabrication and heavy freight logistics. Manages Helios Extraction Solutions, Coreline Salvage & Recovery, VantaForge Systems, and Quantum Freight Consortium. Responsible for supply-chain resilience, production quotas, and ensuring HLN's industrial output meets both commercial and strategic objectives.

HLN CIVIL SERVICES COMMAND (CSC)

Director of Civil Services Command

Unifies all humanitarian, medical, terraforming, and disaster recovery operations under a single command. Manages Solace Horizon Relief, CradleFleet Medical Systems, United Worlds Initiative, and HavenGate Network. Coordinates rapid humanitarian deployment and ensures HLN maintains its foundational commitment to service beyond profit. The CSC Director has emergency authority to requisition fleet assets during crisis operations.

HLN STRATEGIC COMMAND (HSC)

Director of Strategic Command

Oversees economic policy, diplomatic relations, and regulatory control across HLN-influenced systems. Manages GalTrade International Markets, the Central Trade Bureau, the Stanton Commodity Regulatory Authority, and the Interstellar Diplomatic Corps. Projects soft power through market regulation, trade agreements, and alliance diplomacy. The HSC Director serves as the Board's principal advisor on geopolitical matters.

ORION MEDIA BUREAU (OMB)

Director of Orion Media Bureau

Manages HLN's public communications, cultural preservation, and information operations. Oversees HCN Radio, EchoCore Archives, Vox Intel, and Horizon Public Works. Responsible for maintaining editorial standards across public broadcasting while coordinating internal messaging and cultural cohesion. The OMB Director balances HCN Radio's editorial independence with the organization's broader narrative objectives.

LEX ASTRA ACADEMY (LAA)

Director of Lex Astra Academy

Leads HLN's training and doctrine institution, the oldest continuously operating division in the organization (est. 2891). Responsible for cadet training, officer development, the Crucible evaluation process, and the maintenance of doctrinal standards. The LAA Director holds authority over curriculum, faculty appointments, and disciplinary tribunals. Serves as the custodian of the Cadet Oath and the Academy's traditions.
