HLN CORPORATION / STRUCTURE & PARTICIPATION

A common purpose.
A place of your own.

HLN brings fleet organizations, technology, education, media and specialist institutions into a shared corporate home. Each has its own work, its own responsibilities and a place in the larger picture.

You can contribute to a project, bring an established organization or use a connected service. Joining the Corporation does not mean joining HLN Group; the Group is its autonomous fleet organization.

01 / THE CORPORATE STRUCTURE

The whole network, in one view.

The register includes 25 profiles. Their labels distinguish active community projects, institutional frameworks and records within HLN’s shared setting.

PARENT INSTITUTION

HLN Corporation

The Charter and Board establish corporate stewardship. The Directorate administers the institutions within their recorded mandates.

Governance & appointments

Organizations, education, media & technology

Autonomous institutions and shared platforms sit alongside one another. HLN Group retains its own command; academic, editorial and technical decisions stay with the responsible teams.

HLNGActive community project

HLN Group

HLN Corporation’s autonomous fleet organization, led by Fleet Admiral Fishbowl. Other fleets may participate as sister subsidiaries with their own command.

LAAActive community project

Lex Astra Academy

Maintains Academy instruction, assessments, commission records, and the instructional edition of HLN doctrine.

ASCActive community project

Apex StarComm

Develops mapping, radio, alert, and dispatch tools.

ORION OSActive community project

ORION OS

The organization operating system developed by HLN Corporation. Connects operations, personnel, dispatch, intelligence, organization accounts, and service records.

Industry, civil services & strategy

The three Commands organize the specialist portfolio. A setting record can be developed through writing, scenarios and agreed community activity; its presence here does not promise a staffed service.

CONNECTED INDEPENDENTLY

A connection preserves its own identity.

Universal Citizen ID is independently administered. Organizations recorded as partners or affiliates keep the authority defined in their agreements. The Unified Stellar Alliance remains a separate alliance of independent organizations.

The alliance relationship
UCIActive community project

Universal Citizen ID

An independently administered identity service providing authentication and organizational verification. Service integration does not establish corporate ownership.

02 / ORGANIZATIONAL RELATIONSHIPS

Choose the arrangement that fits.

These are forms of relationship, rather than a ladder every organization must climb. Decide what to share and what each organization intends to retain.

01 / INDEPENDENT ORGANIZATION

Network Partner

An independent organization working with HLN on agreed activities or services.

What stays with the organization
Its own name, membership, leadership, assets and internal rules.
What the agreement covers
The scope of cooperation, service access, liaison contacts and exit arrangements.
02 / INDEPENDENT ORGANIZATION

Chartered Affiliate

An independent organization with a continuing institutional agreement.

What stays with the organization
Its identity and internal command, with representation and obligations defined by its agreement.
What the agreement covers
Shared infrastructure, contributions, representation, data access and dispute procedures.
03 / CORPORATE INTEGRATION

Corporate Subsidiary

An organization formally integrated into HLN Corporation under an agreed charter.

What stays with the organization
The name, membership, leadership and operating autonomy reserved in its charter.
What the agreement covers
Corporate accountability, reserved decisions, resources, reporting and withdrawal or separation terms.

A fleet keeps a clear chain of command.

A sister fleet can retain its name, members and leadership under its own charter. A joint operation receives a defined mandate and appointed commander. Corporate affiliation alone does not place that fleet under HLN Group.

03 / SHARED SERVICES

Use the right service for the work.

Identity, learning, organization tools and public services have different jobs. Start with the service that owns the record or decision you need.

ORION OS

Run the organization.

Personnel, operations, fleet planning and everyday work in an organization’s own workspace.

The organization appoints its administrators and configures member access. Sharing between organizations is explicit.

Apex StarComm

Connect the operation.

Communications, navigation and coordination tools, including HorizonOS, Atlas and Link, led by Panasync.

Agree which tools the team needs, who operates them and how their use is supported.

Universal Citizen ID

Carry one identity.

Sign in to connected services through an independently administered identity service.

UCI establishes identity. Each service still decides membership, qualifications and permissions.

Civitas Credit Cooperative

Keep financial activity accountable.

In-game account services and published operating records for community finance.

Eligibility, account opening and financial decisions stay within Civitas and its current operating rules.

Industrial supply, escorts, teaching support and other resources can also be arranged between teams. Availability, ownership, contributions and reporting are agreed before anything is committed. Each service publishes its own current operating information.

04 / GETTING STARTED

A clear next step, whichever way you arrive.

Begin with a conversation, agree the scope and keep the record where both sides can find it.

FOR INDIVIDUALS

Join the work.

  1. Find a contribution

Explore a project and its published briefs. Start with the work you enjoy and the time you can offer.

  2. Talk with the responsible team

Send an inquiry while signed in with UCI to keep the conversation in My participation. The team can clarify prerequisites and capacity.

  3. Agree a first task

Set a manageable scope together. Accept the proposed task before moving into preparation and a first contribution.

  4. Submit, review and continue

Share the result in the same conversation. Staff can request revisions or complete the review and discuss what comes next.

FOR ORGANIZATIONS & FOUNDERS

Bring what you have started.

  1. Introduce what already exists

Tell us the organization’s purpose, current work, people involved and who can speak for it. Include a useful link or example.

  2. Agree the relationship

Discuss autonomy, representation, services and a practical first activity. Use the agreement checklist below to make the responsibilities clear.

  3. Record the approved arrangement

The authorized people on both sides confirm the terms. Corporate staff record the relationship and its current status in Organizations.

  4. Prepare the services and welcome members

Configure the agreed tools and appoint the appropriate administrators. An ORION workspace and its member enrollment are set up separately from the corporate relationship.

One record for each part of the process.

Project conversations & first tasks
My participation holds signed-in project inquiries, replies and task review. Authorized staff use Project workspace with the same underlying Inbox record.
Organization proposals & other inquiries
My submissions holds your signed-in submissions. Staff route and review them in Inbox; the agreed relationship is recorded in Organizations.
Membership & access
People & Teams maintains corporate appointments and access through ORION’s policy system. Separate services and ORION tenants retain their own enrollment and permissions.

Guest inquiries can be connected to an account after ownership is verified through the original contact channel.

05 / PEOPLE & DECISIONS

Know who owns the next decision.

Corporate stewardship, community support and day-to-day operations have distinct responsibilities.

The Board & Directorate

The Board holds HLN’s purpose, institutional structure and shared direction. The Executive Directorate administers the Corporation within its mandates. Routine technical, academic, editorial and operational decisions belong to the relevant teams.

06 / AGREEMENT CHECKLIST

Make the arrangement usable.

Record the decisions the operating teams will need later: who is responsible, what is shared and what happens when the arrangement changes.

01

Institutional autonomy

Name the decisions retained by the organization and those delegated to HLN. Record its leadership and the process for changing the agreement.

02

Command & joint operations

Define the objective, contributing units, appointed commander, authority limits and duration of each joint task force. Corporate affiliation does not transfer permanent fleet command.

03

Resources & ownership

Identify who owns ships, materials, software, records and other contributed resources. State who may use them and how they are returned.

04

Services & data

Specify the tools provided, costs, support, authorized users, information shared and permissions needed. A UCI sign-in or directory entry is not an access grant.

05

Contributions & accountability

Agree any financial or resource commitments, spending approvals, reporting and review. No contribution or levy is imposed merely by being listed in the network.

06

Disputes & withdrawal

Set a review route, notice periods, service continuity, data export and removal of access. Departure arrangements belong in the agreement from the beginning.

07 / NETWORK REPRESENTATION

Corporate Network Council

Framework established · operating arrangements to be agreed

The Council provides a forum for organizations to address shared infrastructure, resources, joint arrangements and disputes. The Board governs HLN Corporation itself; the Council represents the organizations participating in its agreed work.

Representative appointments, voting, reserved matters and dispute procedures must be settled with those organizations before the Council takes decisions on their behalf. Joint task forces operate under their own defined mandate.
