Why this project exists.
OMB is an institutional framework, with HCN Radio as an active community project. HCN’s editorial decisions remain separate from corporate administration. The historical relationship with Orion Signal Syndicate remains unresolved; no succession is assumed.
The Orion Media Bureau administers broadcasting, archives, and public education through three divisions.
HCN retains editorial independence. EchoCore preserves records, and Horizon Public Works supplies educational material.
