PREAMBLE
We, the architects of order in the void, do hereby establish the HLN Corporation as a sovereign entity dedicated to the principles of stability, prosperity, and mutual defense.
Rooted in resilience, unity, and honor — we are the foundation upon which stability is built.
In a universe where chaos reigns beyond the reach of law, we choose to build. Where others see only lawless space, we see opportunity for civilization. Where others flee from danger, we establish the infrastructure that makes safety possible.
This Charter serves as the foundational document of HLN Corporation, defining our governance structure, operational mandates, and the rights and responsibilities of all who operate under our banner.
I
Establishment and Purpose
Section 1. HLN Corporation is hereby established as a strategic holding company and sovereign governance entity operating in lawless space.
Section 2. The Corporation's Mandate encompasses:
a) Interstellar governance and civilizational stability
b) Humanitarian logistics and frontier development
c) Defense of human interests across the frontier
d) The infrastructure of civilization in lawless space

Governance Structure
Section 1. The Corporation shall be governed by a Board of Directors led by the Chairperson and Chief Executive Officer.
Section 2. Command-Level Directorates:
a) HLN Industrial Command (HIC) — Economic operations
b) HLN Civil Services Command (CSC) — Humanitarian operations
c) HLN Strategic Command (HSC) — Diplomatic and regulatory operations
Section 3. Autonomous Divisions reporting directly to HLN Corp:
a) HLN Group — Fleet Operations
b) Lex Astra Academy — Training and Doctrine
c) Orion Media Bureau — Information and Culture
Section 4. Core Infrastructure Services reporting directly to HLN Corp:
a) Apex Star Communications (ASC) — Deep-space navigation and communication infrastructure
b) Universal Citizen Identity (UCI) — Authentication and identity verification systems
These foundational services operate independently of Command structures and provide critical infrastructure to all HLN entities as well as the public

a) Helios Extraction Solutions (HES) — Mining
b) Coreline Salvage & Recovery (CSR) — Salvage
c) VantaForge Systems — Fabrication
d) Quantum Freight Consortium (QFC) — Logistics
Section 2. HLN Civil Services Command manages:
a) Solace Horizon Relief (SHR) — Medical
b) CradleFleet Medical Systems (CMS) — Medtech
c) Unity Wells Initiative (UWI) — Terraforming
d) HavenGate Network (HGN) — Refugees
Section 3. HLN Strategic Command manages:
a) GalTrade Interstellar Markets (GIM) — Commerce
b) Civitas Trust Banking (CTB) — Finance
c) Stellar Commodities Regulatory Authority (SCRA) — Regulation
d) Interstellar Diplomatic Corps (IDC) — Diplomacy

Rights and Responsibilities
Section 1. All personnel operating under HLN Corporation jurisdiction shall be entitled to:
a) Fair treatment and due process in all disciplinary matters
b) Access to Corporation resources as required for assigned duties
c) Protection under Corporation security protocols
d) Representation before the Board in matters affecting their status
Section 2. All personnel shall be responsible for:
a) Adherence to Corporation policies and directives
b) Maintaining the integrity and reputation of the Corporation
c) Reporting threats to Corporation security
d) Contributing to the collective prosperity of the organization

Amendments
Section 1. This Charter may be amended by unanimous vote of the Board of Directors.
Section 2. Proposed amendments must be submitted in writing and distributed to all Board members no less than fourteen (14) standard days prior to vote.
Section 3. Amendments take effect immediately upon ratification unless otherwise specified.
