Identity & Access

Universal Citizen ID

Your identity, across connected communities.

Universal Citizen ID provides the identity used to sign in to connected services. It helps people carry a recognizable identity between communities without making those communities the same organization.

01 / Purpose & place

Why this project exists.

UCI is independently administered. HLN integrates its authentication and organizational verification services; integration does not establish corporate ownership. Each receiving organization still decides who may join and what they may do.

Universal Citizen ID provides identity and access services. The archive records verification standards used in HLN facilities.

Institutions remain responsible for the permissions they assign and the decisions they make using those credentials.

02 / The work

Built around a useful role.

Start with the work that interests you. Each service publishes its own current features and access arrangements.

01

Sign in to connected services

Use UCI where a service offers it. The receiving application remains responsible for its own session and access rules.

02

Share deliberately

Review the identity information and consent requested by a connected application through UCI’s own controls.

03

Keep membership distinct

An identity link or shared Digital ID does not itself appoint a person, award a qualification or grant an organization role.

03 / In practice

One identity, two separate workspaces.

A person signs in to two organizations with UCI. Each organization resolves that identity to its own membership and applies its own permissions.

What this makes possible

Recognizable identity with organization boundaries preserved. Current account and sharing features are documented by UCI.

04 / Your place in the project

Start with something you want to do.

You can ask about a specific contribution before committing to an ongoing role. The team confirms opportunities and access.

  • Review what information a connected service asks you to share.
  • Report a sign-in issue with the service and step involved.
  • Discuss a proposed integration with the responsible service teams.
