Minute establishing five fields of instruction
2908 · public reading copy
The Board adds strategic and command instruction without allowing advanced study to replace basic competence.
Resolution
Instruction shall be organized in Fleet Operations, Industrial Operations, Civil Services, Strategic Operations and Command Studies. The first three retain their practical work. Strategic instruction will examine authority and agreements; command candidates will be examined in the coordination of the other fields.
Condition of entry
Command instruction is not an alternative route around specialist examination. A candidate must first bring evidence of competent work in a field and a recommendation explaining why command study is appropriate.
Trial examination
The first combined command exercise is approved for trial. Instructors will report separately on the exercise itself and on each candidate. A confusing brief is a defect in the examination; it must not be counted as evidence of a candidate’s unfitness without further inquiry.
