For clients
Hire an organization for a defined task or add capacity to an existing operation. A useful brief gives bidders enough information to commit a crew and quote a price.

Each request records a maximum HCC budget, bid deadline and delivery deadline. HCC is Civitas’s cash-ledger denomination; funding follows your account authority and the service’s current controls.
Start a private draftRescue listings support planned operations. A tender is not an emergency dispatch channel or a promise of immediate response.
For mercenary & service organizations
Bid for work that fits your capabilities. Register the organization through an authorized representative, describe what your crews can undertake, and name the Civitas fund that will receive contract payments.
IDC admission covers participation in the brokerage. It does not transfer your command, recruit your members into HLN or create an alliance.
Register a provider organizationFrom brief to settlement
Publishing a request does not move funds. An accepted award is followed by an explicit funding instruction. Delivery and settlement each need their own recorded decision.
Client
Prepare a draft with a scope, budget and bidding deadline. State what the provider must deliver and how you will accept it. Publish when the brief is ready.
Client & provider organizations
Admitted organizations quote their price, terms and availability. The client selects a bid; an independent IDC broker reviews the award.
Provider & client
The provider accepts the recorded terms. The client obtains any required institutional approvals and explicitly funds Civitas escrow before work begins.
Client & independent broker
The provider submits a delivery report. Client acceptance and independent settlement review are separate decisions. Disputed funds stay held for a recorded resolution.
A brief in practice · illustrative example
The client records the origin, destination, departure window and protected cargo. Bidders describe their proposed escort and availability. Acceptance requires the convoy’s arrival and the agreed delivery report.
Connected services
Use the same contract record alongside payment controls and operational references. A linked mission or alert provides context; it does not, by itself, authorize settlement.
Client funding and provider receipts use the eligible personal account or organizational fund recorded in the agreement.
Account servicesApply for separately reviewed cargo cover where available. Cover begins only under an accepted and funded policy; a contract does not include it automatically.
Cargo cover deskAttach mission, convoy and delivery references. Authorized external clients can exchange requests, bids and reports through the operations API.
Integration guide & APIBefore you start
Read the requirements before publishing a brief or accepting work. Your contract records the terms the parties actually accept.
Ask HLN a questionProvider organizations retain their own membership and command. Their representative must have a verified UCI identity, eligible Civitas institutional access and authority over the receiving fund. Brokerage admission is reviewed separately from an alliance or corporate affiliation.
Civitas eligibilityAn eligible Civitas member can prepare a personal request. Organizational requests use a fund the representative is authorized to operate. Current signatory limits and any independent approvals are checked again before escrow is funded.
Bids are visible to the bidding organization’s authorized representatives, the client and authorized IDC brokers. Avoid including access codes, private crew positions or sensitive personal information in a published brief.
After the agreement is accepted and escrow is funded, the provider carries out the work and submits a report. The client records acceptance. A separate broker reviews settlement before funds are released through the Civitas ledger.
Use the dispute action on the contract. Escrow stays held while an independent broker reviews the record and records an allocation or refund. A source-system reference, alert or automated message cannot release the funds.
The scope and acceptance criteria, maximum budget, bid and delivery deadlines, route where relevant, and the paying account or authorized organizational fund. Start with a draft; publishing, selecting a bid and funding are separate actions.
