The opening instruction in the 2891 register does not promise command to every person who attends a course. It assigns instruction to the faculty, examination to a panel and commission to the appointing authority. Each entry answers a different question.
That distinction matters when a promising graduate is offered a post, when a candidate must repeat an assessment, or when an index disagrees with a bound volume. Combining all three into a single status would conceal which office had made the decision.
The present Command Studies assessment follows the same practice. The Academy can recommend a candidate. It cannot make the receiving command’s appointment on its behalf.
