The spacefaring units of the network are placed under the HLN Group for crewing, maintenance, scheduling, and escort arrangements. Existing commercial obligations remain with their issuing offices.

No office is to confirm a sailing before fleet acceptance. Acceptance shall state the vessel, receiving facility, and conditions under which departure may be deferred.

A master who declines an unsafe departure will record the reason and notify the booking office. The booking office will advise the customer; it will not substitute its own sailing instruction.

Each booking office shall maintain a contact for the duration of a voyage. A change of destination, a missed reception window, or a cargo discrepancy must be transmitted to the fleet office against the original movement reference. Responsibility remains with the issuing office until another office expressly accepts it.
