Reorganization memorandum / circulation to all offices
The reorganized network will trade under the designation HLN. Existing contracts, claims, and delivery obligations are to be carried into the new registers without alteration of their original references.
Off-world consignments require written confirmation that the receiving facility has berth, storage, and handling capacity. A transit estimate alone is insufficient authority to dispatch.
The family name is retained in the archive reference. Future documents shall use the network designation so that responsibility can be traced through offices that no longer report to a single depot.
Offices still holding paper books will submit a signed closing balance before opening the network account. Unsettled claims shall appear in both records until the receiving office acknowledges the transfer. The change of name is not authority to extinguish a debt.
