Circular 7 / review of restricted files

Every restricted file shall receive a register entry identifying its custodian, subject category, and next review date. The entry may omit operational particulars.

An absent register entry shall not be treated as evidence that no decision was made. Offices will report missing files and explain any break in custody.

Records of civilian requisition, loss, and compensation are to be reconciled with the corresponding command files. Classification does not close an outstanding claim.

Where the original custodian no longer exists, the successor office shall accept custody in writing. Record the last known location of a missing file and retain any correspondence referring to it. A replacement summary must identify its sources; it must not be entered as the missing original.
