Case FO–7: the vessel that misses assembly

2956 · public reading copy

A convoy seminar examines an overdue check-in without assuming hostile action.

Brief

Two vessels report ready. A third has not checked in and carries part of the intended consignment. The receiving crew has a limited session and cannot wait indefinitely. No message confirms whether the missing pilot is in transit or offline.

Decision

Set a latest departure time, identify what the available vessels can deliver and leave a clear instruction for the late crew. Students must distinguish operational uncertainty from a player’s real availability.

Practical variant

Use two active vessels and represent the third through an instructor message. No participant is required to remain idle merely to perform lateness. Repeat the handover with a different watch leader.

Evidence

Submit the departure decision and the message left for the absent crew. Assess whether another leader could act on it without guessing the original intention.
