SO 225 / Strategic Operations

Negotiation and inter-organizational assistance

Negotiate an assistance arrangement that states what each party can actually provide and decide.

Publication and delivery

This course is published for study. Publication does not confirm an available class, appointed instructor or completed practical validation. Before booking, obtain a session brief naming the organiser, instructor and assessor, equipment access and any independent review arrangements.

Discussion and written work may be prepared independently; assessed completion still requires an appointed assessor and evidence against the published criteria. A material game update calls for a check of affected tasks, not cancellation of earlier academic achievements.

Your brief

For representatives practising inter-organizational assistance terms.

This is a fresh practice variant of Case SO–6. It preserves the central question: accepting escort does not by itself give the escort authority over destination or cargo.

An escort offered on conditions

Practice case · SO 225 · 2956 teaching edition

  • Receiving has accepted Destination A for the relief load.
  • A partner offers escort but asks to select Destination B and retain cargo for inspection.
  • Both teams can negotiate exercise terms; neither can bind the other’s wider organization.
Before you begin: entry and equipment

Bring or arrange

Two negotiating teams with the bounded case mandates.

The organizer must confirm equipment access before booking. No ship purchase, pledge tier or donation is required.

Technical knowledge and game skills

Practical instruction revision 1 · 9 October 2026

Joint operations agreements that crews can execute

Agree shared game access

Before committing partner crews, determine who owns and shares the contract, who can enter each ship and who controls cargo or medical equipment. Test the intended party and mission arrangement with a small group. A written partnership does not automatically share mission credit, inventory access or control of a vessel.

Specify the transfer boundary

For transport, identify the pickup point, usable seats or beds, destination and receiving acknowledgement. For cargo, identify the consignment, ownership and whether the task ends at unloading, storage or sale. State how any player-to-player payment will be confirmed; do not describe an ordinary transfer as an escrow service the game has not provided.

Agree interruption and withdrawal

Name the rally point, communications fallback and owner of accepted passengers or cargo if one group leaves the session. Renegotiate a changed destination before moving shared assets. A partner’s disconnect should trigger the agreed reduced plan rather than silently placing their crew under a new command arrangement.

Practical drill

Negotiate a one-sortie transport or cargo agreement with another group, demonstrate the access arrangement, then amend the terms after one partner’s ship becomes unavailable.

Observed-skill checks

  • Contract, ship and asset access are individually confirmed.
  • Completion and payment conditions describe observable events.
  • Withdrawal preserves an accepted recovery owner for people and cargo.

Use these checks to document the technical evidence supporting the course outcomes in your agreed role. Record what you personally performed, what assistance you needed and what remains unobserved. A discussion or simulated action does not certify live equipment handling; Crew Support evidence does not confer Pilot qualification.

Game references and build-sensitive details

The linked pages were read for this revision. Community references mix release eras; each source note identifies what is used and what is excluded. Technical explanations below are an Academy synthesis, and drills and performance checks are Academy-designed. Before practice, compare the named actions with the installed LIVE build and actual equipment. Bind actions by name rather than copying old default keys. Research is not an in-game validation.

  • Star Citizen Wiki — Defend Occupants

A specific lawful bunker mission, shared access, allied NPCs and friendly-fire consequences. Other contracts have different conditions. Squad drills below are Academy teaching methods, not claimed game rules.

  • Star Citizen Wiki — Cargo

SCU, container geometry, grids and ownership. The page also contains obsolete automatic-loading descriptions and future design intentions; these are not instructions for the present cargo interface.

  • Star Citizen Wiki — Medical

Body-part injuries, Hemozal, symptom medication, BDL, bed tiers and regeneration. Ship tables, resource costs and ranges change; inspect the actual bed and tool.

Check the official LIVE release notes and record the session build, equipment and observed limitations before practical sign-off.

Learn the method

1. Exchange mandates first

Ask what each representative may commit and what needs further approval. Separate a resource contribution from authority over its crew. Cooperation does not automatically transfer command.

A mandate has both a subject and a limit. A representative authorised to offer transport may not be authorised to accept liability or place its crew under another commander. Ask each party to distinguish what it can agree now from what needs referral, and record those limits before bargaining over quantities.

Practise
Exchange written limits before negotiating resources.
Ready when
Both parties state the decisions they can make and those they must refer.

2. Write terms crews can use

Specify the contributed resource, contact, task, reporting method and withdrawal condition. Agree how a disagreement will be referred. Friendly intent is useful, but it will not tell a crew what to do when the promised vessel is unavailable.

Draft obligations in operational language: who provides what, where, under which conditions and until when. Include how changes become effective and how a party withdraws without abandoning accepted responsibilities. Clear terms protect cooperation by reducing the need to interpret goodwill during a disrupted movement.

Practise
Draft the operational terms and withdrawal clause.
Ready when
The terms identify contributions, responsibility and a usable stop or withdrawal procedure.

3. Record the points not agreed

Read the final terms back to both parties. List unresolved liability, resource or command questions separately and reduce the operation’s scope where needed. Do not turn silence into acceptance by putting a hopeful sentence in the final copy.

Read the agreement from the viewpoint of the crew who did not attend the negotiation. Can they identify the current contact, task and stopping condition without reconstructing the discussion? Mark unresolved clauses as unresolved and identify which work cannot begin until they are settled. A signature cannot make an ambiguous instruction usable.

Practise
Issue agreed terms and an open-issues list.
Ready when
No unresolved point is represented as an accepted commitment.

A worked decision

The two organisations agree one transport and common communications, but not cargo liability. The exercise agreement limits the movement until that question is settled.

  1. Separate the useful escort offer from the requested destination and custody powers. Compare each with the team mandates.
  2. Counterpropose escort on the accepted route, a common contact procedure and an explicit right to withdraw. Refer the inspection and custody request rather than silently accepting it.
  3. Record only the agreed terms. If the partner requires powers outside the mandate, leave the agreement unsigned and explain the resulting movement limit.

Try it yourself

Negotiate a short counterproposal, then issue agreed terms and unresolved points. A supported non-agreement is an acceptable result.

What changes during the exercise

The partner cannot commit the requested vessel.

Check your reasoning

The partner contributes a ship. Does the receiving organisation now command its crew?

Compare your reasoning

Not unless a valid agreement delegates that authority. State the contribution, the retained command and the decisions requiring coordination. Do not infer a command transfer from cooperation.

Answer first, then compare. In a later session, explain the decision using a changed case without referring to this answer.

How completion is judged

An exercise agreement, resource list and unresolved-terms record.

The assessor checks your own work against all three “Ready when” criteria above. Use the observed-skill checks in the technical chapter to establish the applicable game-handling evidence in your agreed role. A successful team result does not replace an action they did not observe.

Findings, another attempt and review
Demonstrated
Your observed work meets the criterion in the agreed role.
Further practice required
The assessor identifies the observed gap and the specific practice needed.
Interrupted
Equipment, staffing or personal circumstances prevented a valid assessment. This is not a failure.
Not assessed
There is not yet enough evidence for this outcome.

A fresh attempt

Remove the custody demand but withdraw one escort resource. Require a revised scope without inventing new authority.

Reassess the missing outcome, plus any linked skill that needs new evidence. For prior learning, compare existing work with the same criteria and observe any missing practical action.

Ask for the reasons behind a finding. Reviews must be handled by someone independent of the original decision; defer the review if that person is not available.

For instructors

Session setup and coaching

Prepare the session

Two negotiating teams with the bounded case mandates.

Assign crew stations and tell each learner what they will practise. The instructor must be able to hear the calls and see the action being assessed. Brief the callsigns, channel, route and expected duration. Replace the example locations with the places you will actually use.

  1. Ask the learner to explain the relevant earlier procedure without notes; correct any gap before the practical.
  2. Teach and demonstrate the technical chapter using the actual game indications. Run its drill with feedback before connecting those skills to the three methods and worked decision. Use the observed-skill checks to identify missing handling evidence.
  3. Let the learner complete the normal procedure first, then introduce the change described in the exercise. Give them time to respond without coaching. Keep unrelated failures out of this attempt.
  4. Record the learner's action against each criterion. Give one specific next step for any gap and transfer unfinished operational work before closing.

What to watch for in SO 225

Ask each team to state what the other accepted. Matching signatures cannot repair incompatible interpretations of a custody clause.

If another attempt is needed

Remove the custody demand but withdraw one escort resource. Require a revised scope without inventing new authority.

Running the exercise

Give the learners the brief and the source documents before the discussion. Ask them to explain what they would do, then change one condition and hear their revised decision.

Brief the command “Stop exercise” before starting. On that call, cease the drill and tell the instructor what needs attention. For weapons practice, identify the participating ships and crew; anyone else entering the area is a reason to hold fire.

Session administration: use player handles in your notes. Ask before recording voice or video, and agree when the recording will be deleted. Academy rules and review procedure.
