Existing agreements
Ordinary membership remains free. New product terms are proposed by a current Treasury officer and published by a different current Treasury officer. Their effective time is no earlier than publication. The accepted edition is retained with each subscription or application. Later policy changes do not rewrite a certificate, written loan offer or accepted agreement.
Shares and certificates
S-01 holds a voluntary share contribution. Levels confer no extra votes, offices or guaranteed dividends. S-40 reserves both principal and the complete fixed return when issued. A member selects 7, 14 or 30 days and accepts the displayed amount. Normal redemption opens at maturity; automatic maturity requires explicit consent and current Treasury controls. Unavailable reserve funds cannot be represented as a funded return.
Working capital
C-10 permits an application up to 80% of the recorded cargo contract value. C-20 permits up to 60% of a refinery work-order value. C-30 requires a published Treasury admission window and its stated maximum. Every advance uses the existing application, written offer, member acceptance, funded closing, custody confirmation and repayment record. Planning rates are not accepted offer charges.
Recovery treatment
Debt is not cancelled by a reset. Shares can be returned under the current service controls. During an announced Phoenix notice, a member may explicitly close a certificate through the published conversion; this creates a CEB claim, not a cash payment or recovery guarantee. Funded cooperative holds must be resolved before a complete cash reset.
