04 // PHOENIX PROTOCOL
Phoenix keeps a record of charter claims if held funds are lost or become inaccessible. Repayment depends on funds available in the recovery pool.
A cash balance is recorded in HCC: one HCC represents a claim for one aUEC held by a custodian. A charter claim is recorded separately in CEB.
Converting HCC to CEB removes the cash claim from your account and replaces it with a charter claim at the current conversion rate. CEB cannot be withdrawn as an ordinary aUEC balance.
Treasury must check the claims and fund a recovery pool before repayments can begin. A claim records what is owed; it does not restore lost funds. Repayments cannot exceed the funds in that pool.
Recovery opens through a recorded incident, a second Treasury authorization, matching custody observations and an independent auditor’s opening decision. Fresh confirmed deposits can then fund the pool.
Members can convert cash claims at the standard rate.
After treasury issues a notice, each new CEB requires 2.5 HCC.
New deposits and cash-to-charter conversions are paused.
Treasury checks the claims and available funds before authorizing repayments.
1,000 HCC converts to 1,000.00 CEB at 1 HCC to 1 CEB.
This is a calculation, not an instruction or approval. CEB claims are separate from available HCC cash. Recovery depends on the funded pool.
Before a declared cash reset, members must explicitly release or convert held shares and certificates. An announced notice permits certificate conversion under the current Phoenix ratio. Conversion creates a claim; it does not fund that claim or erase existing debt.
